Who Can Officiate a Wedding in Pennsylvania?

Pennsylvania Officiant Basics

Who may officiate

Pennsylvania law recognizes certain judges and public officials, as well as qualifying religious officiants and organizations.

No statewide registration

Pennsylvania does not have a statewide registration process for wedding officiants.

Another option for couples

A Pennsylvania self-uniting marriage license allows a couple to marry without an officiant.

Pennsylvania Gives Couples Several Options

Judges & Public Officials

Pennsylvania law authorizes certain judges and public officials to solemnize marriages, including mayors of cities and boroughs and other officials specifically identified in the Commonwealth’s marriage statute.

Religious Officiants

Pennsylvania law recognizes ministers, priests, and rabbis of regularly established churches or congregations as people who may solemnize marriages.

Religious Organizations

Pennsylvania law also allows religious societies, institutions, and organizations to solemnize marriages according to their rules and customs when at least one of the people getting married is a member of that society, institution, or organization.

Self-Uniting Couples

Pennsylvania also allows couples to marry using a self-uniting marriage license. With this type of license, the couple solemnizes their own marriage without an officiant.

Official source: Pennsylvania’s categories of people and organizations authorized to solemnize marriages are established in 23 Pa.C.S. § 1503.

What Should You Look for When Choosing a Wedding Officiant?

Before You Choose

Ceremony style
Can this person comfortably lead the kind of ceremony you want—religious, non-religious, traditional, modern, intimate, or highly personalized?

Personalization
Will the ceremony reflect you as a couple, or will it rely primarily on a standard script?

Experience & public speaking
Is the person comfortable speaking clearly, using a microphone, managing emotion, and leading a room full of guests?

Reviews & reputation
If you are hiring a professional, are there reviews or examples from couples who have actually worked with them?

Rapport
Most importantly, do you feel comfortable with this person standing beside you during such a meaningful moment?

Before the Wedding Day

Preparation & communication
How will ceremony details be gathered, reviewed, and finalized? Will you know what to expect before the wedding?

Rehearsal support
If you need help at the rehearsal, is the officiant available and comfortable guiding the wedding party through the ceremony?

Reliability
Is there a clear agreement, arrival plan, communication process, and contingency plan if something unexpected happens?

Professional standards
If you are hiring a professional, are they insured and operating as an established wedding business?

Marriage-license responsibilities
Does everyone understand who will complete the license, obtain the necessary signatures, and return the paperwork after the wedding?
